SOURCE: Deck belt keeps tearing up then falling off
If it's an idler pulley, where the belt changes direction from the engine - yes it should turn freely. If it's a double pulley where the drive pulley from the engine connects with the deck/blade pulley, then it it's not going to turn totally free because of the blade pulleys connected to it. But in all cases, none of the pulleys should be seized. Try using WD40 or PB Blaster on the pulley bearing surface to loosen it up - or a new pulley...

first you'll need a model number. look on the underside of the seat, or on the metal plate between the rear wheels for the model no. sticker. wards tractors were made by MTD. there will be two numbers plus the serial number, write 'em both down. then log on to www.milacalawn.com. in most cases, you'll be able to pull up an owner's manual for your tractor with one or the other model numbers

If you don't have the broken belt, and you don't want to buy 2 or 3 wrong belts. Go to a lawn and garden supply company or sears and buy it by model number of the mower. Then when you have the new one, find the numbers on the belt, and write them down. http://www.searspartsdirect.com or

There are 4 pulleys (5 counting the engine pulley) on this model so we would need more information in order to properly help you. If you find that it is the mandrel housing (item 14), which is what typically breaks, then I would recommend part number 130794 and 3 of part number 173984. This will replace both bearings and eliminate a lot of hassle further down the line. I am only guessing at this point with the details that I have.
