Clipping occurs when an amplifier is pushed to create a signal with more power than its power supply can produce. The red light flashing is warning you that your are overdriving the amplifier located in your speaker cabinets. This can cause damage to your amplifier and or your speakers. You should not allow the volume level to exceed clipping.

    Avoiding clipping
As seen on the oscilloscope, the wave resulting from the clipping is not a full sine wave. To avoid this, the overall level of a mix can be lowered, or a limiter can be used to dynamically bring the levels of the loud parts down (for example, bass and snare drums).

It is not simple to eliminate all clipping, as filtering (e.g. a high-pass filter)
can align various frequencies in such a way as to create excessive peak
outputs. The excessive peaks may become clipped even though the
amplifier can play any single sine wave without clipping. As such, some
audiophiles will use amplifiers that are rated for power outputs over
    twice the speaker's ratings.

When connect power, Clip signal On and do not Sound Why this is?

Oversimplified, "clipping" is distortion. Clipping can damage speakers. You can reduce or eliminate clipping by reducing the amplifier's OUTPUT volume; or be reducing in the amplifier's INPUT signal. Excessive amounts of either can result in clipping.
Check out this video for a more in depth discussion about clipping. I hope this was helpful!

I have just bought an Behringer EP4000 amp. How do I connect 2 x B1520 and 1 x B1800X speakers to this amp? Thanks!

You don't (unless you want two B1520's on one channel and the sub on another). Reading the manuals would help.

The EP4000 amp drives only two channels. It CAN be bridged for one speaker but it won't support two channel and bridged mode simultaneously.

The B1520 subwoofeer is PASSIVE so it will need a dedicated amplifier to power it and control its volume independently of other speaker channels.

Clip light is on even when no input and when bass is plugged in input low volume and distortion at speaker output

One half of the power amp has failed. You can damage the speaker... do NOT use this until repaired.

Behringer B215A replaced volume level knob does not respond.

You DON'T replace the board. If it is cracked, you bridge insulated wires around the cracks and epoxy them down.

Often the pads break from the traces near the pots. Look for a small crack between the pad of the pot and the circuit trace leaving it. Common problem.

After purchasing a pair of behringer b212a speakers, the clip light (red warning light) began flashing at just half way volume and bass. is there anything i can do to improve this problem such as higher...

The clip led flashes when a peak value reached the amplifier and it is no way combined with cables or jacks quality (by the condition that all the connection are not in loosing state). So there is no need to change cables or jacks if their contacts are OK. Maybe the signal you are hearing from one speaker has more peaks so the peak led flashes. Here are some tests you can try:
Change the channels. Use the monitor A in the place you were using monitor B and vice versa. Did the peak led flashes at the same monitor?
Change the signal input, if it's possible use a mono recording or enable the mono switch at the mixer, so that make sure that both of the monitors are driven by the same signal.

Clip light

It sounds like one side of the power amp has shorted. May be hazardous to the speaker so best take it to a shop for repair. If speaker stills sounds OK, probably the clip detector transistors have failed.
