Yes, infact you can connect the green wire anywhere to the body of the dryer. That is a safety ground that will or is supposed to, take away the risk of getting shocked if one of the hot wires would short tothe body of the dryer anywhere.

I have estate dryer by whirlpool that came with a 3 prong cord and I changed it 4 prong because my outlet is ,4 and on my dryer I dont have a bonding strap but a green ground wire connected to the middle...

no,you need to connect the green wire to any metallic part of the dryer, even if the white wire on the neutral terminal has a bonding strap from this terminal to the metallic dryer case as you should never connect more than one wire under any type of terminal unless otherwise specified by the manufacturer

Electric Dryer power connections

The supply cord on an electric dryer can be 3 wire or 4 wire,
depending on the existing receptacle. All new construction
must have 4 wire receptacles for dryer hook ups.
At the back of the dryer you will see a set of three
terminals. The outside terminals are for connecting the
outside wires of the cord. In a 4wire hook up, the center
terminal is for the center, insulated, white wire, the
neutral. The bare copper or green wire of the 4wire cord
gets connected above these terminals to a lug or stud on
the body of the dryer. There may be a strap there. For a
4wire cord connection this strap is connected to the stud
only.
The change for a 3wire connection is that the center green
wire of the 3wire cord connects to the center of the three
power terminals along with the grounding strap from the
dryer body above.

Kenmore 700 dryer with a three prong cord is being converted to four prong. Is there a drawing of what wires by color going to the proper screw location?

There's a ground strap wire (green/yellow) attached to the dryer cabinet and connected to the center terminal where the white neutral wire of the power cord is connected. Disconnect this ground strap wire and remove the 3-prong power cord from the terminal block taking note where the wires are connecedt to. Connect the 4-prong power cord in the same way same wire colors of the 3-prong cord are connected to the terminal block. Connect the ground strap wire to the remaining fourth wire (green/yellow). Just do the reverse when converting 4-prong to 3-prong. The link below might enlighten you further on this matter.

I have a new 4 prong plug to replace a old 3 prong on dryer

On a three wire configuration, the ground and the negative are tied together at the center position, using the dryer ground strap. Following is a description of the difference between three and four wire. Hope it helps you.
These two pictures illustrate the power wiring on a the terminal of an electric dryer. The one on top/left is the old-style three-wire configuration. Most people have this type in their homes. New code changes, though, require that dryers now have a four-wire cord, shown on the bottom/right.
Besides the number of wires in each cord, there are two important things to notice. First, in the four-wire configuration, notice that the dryer's grounding strap is folded back on itself. The whole point of the four-wire cord is to separate the ground from the neutral. The green wire (the "new" extra wire in the four-wire cord) is attached to the dryer cabinet. In the three-wire configuration, the grounding strap is left intact and the neutral and ground are tied together.

Sure hope this helps you find a resolution to your delimma! Best wishes.

You'll need to get a new 4 prong cable. Connect wires as color coded now and connect the green to the frame.

How to install a 4 wire cord on a 3 wire dryer

This is a common question we receive and a common mistake most every general contractor makes that we work with. With a 3-wire system your neutral terminal will have a copper clad or aluminum strap or green wire connected between it and the frame. You need to remove this when changing to a 4-wire cord.
Terminate the wires from your new 4-wire cord as black to black terminal, white to white terminal, red to red terminal and green to ground screw on frame. This is the other end of that strap or green wire you need to remove from the white (neutral) terminal.
When changing to a 4-wire cord it is very important to remove the strap or wire that connects between the white terminal and the dryer’s frame. If you do not remove this, your neutral or grounded conductor will allow electricity to flow through your dryer’s frame and shock you each time you touch your dryer.

Take old cord off. Remove wire or ground strap connecting dyer frame to center (nutral) terminal. White wire goes to center terminal. Green wire to frame (ground) Red and Black wires go to two remaining terminal, order really won't matter.
