Try a roll back of the Graphics driver. Have you done any Graphic Updates? Install the driver from the DELL or Windows Update website. Does it work with a external monitor? When you boot in safe mode your machine uses the Basis graphics driver. Is the monitor OK when you boot in safe mode?

Constant crashes during any game

I had this exact problem with my Geforce graphics card. After ensuring that it wasn't overheating, I opened up the PC and reseated (removed and plugged it back in firmly) the graphics card. This actually fixed the issue. Issue caused by a poor connection probably due to too much dust inside the PC.
Failing that, the graphics card would need to be replaced.

How to install vido card

There is little information in your question about the model of your PC, its specifications and those of the Display/Video (Graphics) card you want to install or your computer's Operating System.

Assuming your PC is a standard Advanced Technology [E]xtended (ATX) or Mini-ATX computer (for some Mini-ATX and Micro-ATX computers a Low Profile Graphics Card might be required due to the shallowness of the PC case) and your Graphics Card is either an Accelerated Graphics Port (AGP) or a Peripheral Component Interconnect-Express (PCI-E) Card and that yours is a Windows Operating System:

Disconnect all rear cables -> lay the PC flat on its left side (as viewed from the rear of the PC) -> unscrew and remove the right hand side panel (as viewed from the rear of the PC) -> remove the silver metal blanking plate nearest the white, brown or blue Graphics card expansion card slot towards the bottom of the back of the PC, by unscrewing or unclipping it -> slot the new graphics card evenly across the length of its corresponding PCI-E or AGP slot, making sure it clicks into position, docks fully into the slot and is level all across its length -> stand the PC up, leaving it open for testing -> reconnect the cables -> power up the PC -> insert the Graphics Card's Driver and Application CD and install the software -> restart the PC.

Test the graphics and set according to preference by right clicking on the desktop -> properties/personalize -> settings/display settings -> click, hold and slide the sliding scale to your preferred resolution setting -> apply > OK -> restart PC -> test graphics performance -> shut down PC -> disconnect rear cables -> replace and re-screw side panel -> reconnect cables -> restart PC -> launch the Web Browser -> download and install and/or update graphics related applications such as Direct X, Java Runtime Environment, Adobe Flash Player, Macromedia Shockwave, etc.

Does the laptop have integrated or dedicated graphics?
This could be a problem with the graphics drivers. Go to the Toshiba website, and get the latest drivers for you PC, this should solve the problem. If this doesn't solve it, than it looks like the screen / graphics controller / GPU is failing.

I have a American Micro Devices Graphics chip. A Radeon 9250. It automatically enlarges my screen resolution right after it crashes my game. What is wrong with this graphics chip? Is it fried?

No it's a lower resolution for safety due to driver fail.
The game has a safe fail that's doing that because your drivers are not fully compatible.

Canon Vizcam 1000

There must be a driver conflict with the graphics, try uninstalling the cam software and re installing and use a different usb port. I assume there are no lines after a reboot so update your pc's graphics card driver and the latest driver for the cam. If you are having general graphic problems, go to My computer, right click>properties>hardware tab>device manager and in the list look for graphics adapter, click on the '+' sign to your graphics adapter and right click and select uninstal. reboot pc and the graphics controller will be re installed and the driver also automatically

Coloured And Dotted Lines Across My Screen

Firstly, start your pc in safe mode (f8) on boot up. This will start your pc in vga mode, and hopefully the lines are still there, which will indicate a faulty graphics card, if they aren't it may be a problem driver. If no lines, go to Add/remove programmes and uninstal your graphics driver. Re boot pc then when it finds your card make sure you point Windows to the folder in which you have saved the driver files. The driver should then install, see if any change. You may have to try some older drivers, as Nvidia can be awkward at times. I have had varying problems with Nvidia and replaced with ATI cards with no problems.
