Try removing the battery for a few seconds then try it.
Sometimes it takes a little longer to start than normal. Leave it a few minutes and if it still does it you need to re-install the phones software.
I'm not going into detail on this as it could void your warranty. If you wish to take the risk google c902 re-flash or better still take it to a mobile phone repair shop and see what they can do for you.
To increase the volume, you need to do that from the settings in your phone and for increased length of ring time, you need to call your cell provider or you can do it yourself if you have access to your mobile plan online.
To be honest, the phone is probably fried. BUT.. If you want you can try to take the phone apart and use and old tooth brush with some water and just scrub clean the inside of the phone, circuit board and all. Wait for the phone to dry and then put it back together. What this does is it takes all the chlorine that dried on the circuit board and it removes it. I have done this before myself, and I got my phone to work. So it is possible but see what you can do.
