SOURCE: Please Help!
A chirping sound from a TV set is the switch mode power supply trying to start up, but gets shut down because of a major short inside the set or in one of the circuits.. Most likly in this set, the horizontal output transistor is shorted because of a defective flyback transformer. Thats whats the common problem is with this set. A repair like this, if this is the only parts that are bad, will run you about 300 to 400 bucks or so. In some cases, not many but a few times, I have seen poor solder connections on L401 cause the horizontal output transistor to go bad. There are no user replacable parts inside this set, so please play it safe and seek out a pro to assist you in this repair. Good luck PS Please do not forget to rate this thread.

SOURCE: TV will not power up
LoL!!! I don't know why but all RCA's have Flyback Transformer problems! I have one to here is the part number 259296 if you look around you can buy it for about 15.00 if you know how to solder you can do it your self and save big time! Hey I'm doing it! I don't see paying $500.00 to fix it you could buy a new one. And they are just ripping people off because the parts aren't really that high to fix the flashing light problem. And the part is never on back order so your getting screwed they are probably wanting you to finally say just throw it away. And than they'll fix it for $15.00 and sell it for $600.00 Anyways for the people that are having the same problem go here to buy the Flyback Transformer for the D52W20 http://www.electronix.com/catalog/advanced_search_result.php?ELECTRONIX_CATALOG_SESSID=c5d90cbb7ae2d4c1449ea48542eef46a&keywords=259296&x=4&y=14
Also here is another website if you have access to junk TV's and want to know what other RCA Flyback Transformer will work. The price on this site is higher for there's though

SOURCE: rca scenium turns off and on
I wish I had the idea to install a cooling fan, a local repair shop fixed mine by replacing a power supply component, cost $575 including sales tax. I suspect that a cooling fan would increase the life of the power supply, I will install one!
