It may be siphoning out the water . make sure the drain hose is lifted higher than the tub of water. While its filling water hold up the drain hose above the level of water and if it starts to wash you know the hose was too low.

WHEN U HAVE A COMBINATION OF WASH AND SPIN WHEN ITS SUPPOSE TO BE SPINNING? ITS USUALLY A SIGN OF A BAD MOTOR COUPLER OR A BAD TRANSMISSION SPRING, IF U LOOK AT THE SPRING U MAY NOTICE IT HAS A CRACK OR SPLIT IN IT, WHEN IT SHOULD BE ONE WHOLE PIECE.
You have a problem with your water level switch http://www.acmehowto.com/howto/appliance/washer/check/waterlevel.php
When your switch is not working, the washing cycle will not trigger to operate.
Check your water level switch for your model, look for model number under the hood of washing machine, at the sides of washing machine, or in the back..
Probably open circuit heater element, or thermostat/s
Remove top cover, and you will see the heater manifold on the top of the drum.
It is a long aluminium box.
The element and stats are located here..
You will need a meter to test the appropiate components for continuity.

You need to check to see if the pressure tube and switch are ok this is how the machine detects it;s water level. Eg the tube may have just popped off or there could be a hole in the Pressure tube. Any questions feel free to ask Cheers
Check your exit hose spigot, it may be clogged. This is if your filter is all clean. There should be air for passage in the standpipe behind. Your hose should not fit airtight into the standpipe and neither too deep into it. Snaking out your standpipe would be good too.
