I have adobe cs3 photoshop extended. program was running fine, then my computer crashed, i have a new computer now, i go to load the photoshop and adobe says that my serial number is no good.

If you have registered your photoshop CS3 Photoshop online, that is why it is saying the number is no good. What I would do is call Adobe, or contact someone there by email, explaining your situation, they should be willing to either send you another serial number or resetting you serial number so that you don't have to get a new serial number.
