If you are a licensed Amateur operator you should know why you can't talk above 148 MHz. The band is 144 to 148 and the radio is programmed to prevent out of band operation.

If you are not licensed, you will be arrested for transmitting with the radios and fined.

The receiver hears an echo when talking using the above hands free device

Depending on how much echo and how distinct it is, it may just be because the mic on your device (which is is by definition omni-directional) is picking up the reflected sound (say in your vehicle) than you would get talking directly into the device. Some models will exaggerate this because of the compression in the audio circuits.

Why cant i talk or hear any body on my mic?

Since it is Bluetooth, you have to pair the Bluetooth to your host computer or device. Find the correct window or screen and put it into discover mode, do the same with the headset. RTFM

My mic DOES pick up stuff, we just can't quite figure out where the mic actually is so we can talk into it and actually hear us talking pretty well, we can slightly hear us talking into it in a recording, but it's so low! (we/us being me and my friend)

Hello, i have a mad catz headcom for X-Box kind of like the one shown above and the mic won't work. The volume works, i can hear other people, the mic is on, but when i talk into the mic, no one can hear...

Check your cable for breaks or fraying. It sounds like your mic's cable is broken, and needs to be replaced. Mad catz should send you a replacement under warranty when you call them.
