Question about Samsung HP-S4253 Television
Press the menu on the TV and see whether the menu is effected. If the Menu if effected, then this can be in your video cable or LCD Connector issue. but most problem is in the flex cable of LCD. some other cases cannot be fix and replace new LCD Screen
Please try the following instruction, to solve your issue:
This problem can be caused by several things,
First i suggest you to look for poor connection between LCD and ribbon wire connector that connects to the board, just press the connectors firmly and this may solve your issue, if you still have problems then i may be due to any one of the following.
-a connector on logic or address boards(in this case the lines would be localized to a half or less part of screen)
-a defective logic board that do not send the right address pulses to address board;
-a defective address board-but again it will impact only half or less of screen,
There is 60% of chance you will need a new screen. The problem you may have is dead driver (part of a screen).
There is some solution for it but not for long time. PDP panel and address driver on it not separated. If one of 26-40 drivers is going out, you need new screen.
Other common problem with lines on screen -- buffer boards , high ammount of failure for these boards due to poor electronic design ( 1-- voltage needs to operate controllers on buffer board just to high for small SMD IC ,2---they are not strong enough to drive address electrode). In future it will be changed for more reliable parts .
Please leave me comment, if you need furthur assistance

Thanks for using FixYa. Check for any high power sources near the TV or any cordless kept near the TV. These things can also affect the working of TV. Loose connection between LCD and chip inside panel or some output chips are gone bad. Also check that there is no moisture behind the lower front molding which might have corroded the small electrical connections. Don’t allow moisture to run down the screen. It may also be caused due to incorrect wiring in the TV or the wires that run to and from the TV. If still the issue persists, then this is due to a defective DMD Board or fly back transformer is bad. Please check and replace whichever is required.
Please do accept the solution if the issue is resolved or else revert for further assistance.
