Question about Apple iPod touch
The first thing you should do is try hooking it up to another USB port on your computer. If it is still not recognized, try it on another computer. Then if it is STILL not recognized try using another cable. If none of the above work your unit most likely has a bad system board. This can be caused by the pins at the bottom of the unit bending, or liquid damage(spilling water etc). Contact apple and see if the unit is still under warranty with this site: https://selfsolve.apple.com/GetWarranty.do
The serial number can be found on the back of the unit toward the bottom.

Try resetting it while it is connected.
Press and hold the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears.
If you have not already tried, I would also try the other ports on the computer.
Are you running iTunes 8?
And what kind of computer do you have?
