I may not have enough information for this... how ever, let us try. And I am not sure which one you are talking about, maybe both at times?
Does the camera play back files correctly and can be seen on the LCD?
If the first, then some problem exists with the lens. This camera then needs repair.
If no screen on the LCD, then repair is recommended.

In both cases, it seems the camera is in need of repair.
Because this camera is a few years old, I recommend to sell it for parts and as is on a site such as Ebay.

If the lens doesn't extend and you hear a buzzing sound like a stuck gear or motor then your lens assembly is broken. There is a camera repair guide that shows you how to open a Digitial Camera and replace the part. The part is on Ebay. There is also a camera repair service that can do it for you.

My camera's screen suddenly went black after taking a photo. I thought the battery's low when that happened but the lense won't shut or come back. the On/off was just blicking. I tried turning it on again...

Hi,

The black screen problem means the lens sensor is spoiled due to over exposure to heat. Its better to give it to Nikon service center. If your camera is under warranty period its well and good they will replace the lens sensor for free of cost.

Thank you

When turning camera on lense opens then closes several times then the screene says to turn the power off and on again. Is there a fix for this?

Hi there its happens when the lens not ready for work. Some how its not able to stable his focus method. That's why its come out & go back. There is a chances of lens guide pin disturbed or damaged & thats why continues failure. Its mean he inform you there is a system error. So please visit the service center for repair that. Thanks.

Turn the power off and on again message

Hi,

Error: TURN THE POWER OFF AND ON AGAIN is displayed on the LCD screen when the Lens Mechanism is stuck or when affected by any malfunction. If turning the power on and off again does not resolve the error message, try doing a power reset and Initialize option.

Performing a manual power reset

Turn off the camera.

Remove the battery pack.

Press and hold the power button for 30 seconds.

Allow the camera to remain without power for 60 seconds.

Reinsert the battery pack.

Turn on the camera.

To reset the Camera back to factory default, select the INITIALIZE Option from the Main Settigs 1 Menu of the Camera to OK.This will set the user defined settings back to factory default. The images and videos will not get deleted.

If the issue persists, service may be required.

Nikon D70 will not power on after the lens was changed~

EDAWinc,
Is this a new or different style lens? You may not have it all the way on and aligned - try removing it again. Just remember to always turn off the camera before removing the lens or the SD card. Malfunctions are sure to follow if that happens. Try resetting the camera by holding down the two buttons on the top with the green dots for longer than 2 seconds (that works with the D80) The camera will not come on if the lens is not "on".

Turn the power on and off again

I fixed this issue with my Sony Cybershot by gently (carefully) hitting the camera 3 times against a carpeted bench with the lens retracted and the camera turned off. It seems the lens gears were stuck. Now the camera works fine again.

Digital Camera Fault

ACCESS error could happen when lens gets stuck but if it happens when lens moves back and forth without problem it usually means that where the lens assembly plugs into main system board connection is loose. These connections are held in place by a very small thin fragile plastic clip and a few drops could be enough to snap it but not do any other noticeable damage to camera. Camera would need to be opened to see if clip is broken or maybe cable just needs to me reinserted. Either way only open camera if no longer under warranty and you are somewhat handy
