If you raise the water level in the tank it will double flush. I suggest you change out the toilet to a Toto or Kohler class five flush action.

Why the Water drains out of the bowl once flushed and refilled

Water will pull from your toilet if you drain below your toilet is slightly blocked. Most drains in the USA are about 4 inches wide and will allow quite a large amount of waste to pass through. Any blockage will force more pressure from the drain to the toilet and pull more water from the bowl. Reversed effect you will get bubbles that push through to the inside of your toilet. might try some toilet waste line dissolving cleaner..

Hope this helps FixYa issue - Have a great night..

CAN THE TOILET BOWL WATER LEVEL BE ADJUSTED?

Not sure on that toilet but you can fill a water bottle with the desired amount of water and then stick it in the tank thus tricking the toilet to put less water into the bowl with each flush. If you want more water though I am not sure how to do it.

I just installed a new perfects. The pool of water in the bottom of the bowl is small, how do i increase the pool of water in the bottom of the bowl.

The toilet you just installed is a 1.6 gallon flush water saver and will not have the same amount of water in it that your old 3.5 gallon toilet had. The water level may not be able to be raised as this is the nature of the beast.

If you can raise the level it will only be a little and will be done in the tank area by increasing the water level in the tank. If the water level in the tank is at the mark provided it a done deal.
The amount of water refilled into the bowl is done by the tube that runs from the fill valve into the overflow tube of the flush valve so if you put more water into the tank more water will be put into the bowl but the bowl will only hold as much water as the trap weir will let it hold (what the factory has sit it at and is not changeable

Is there a way to adjust the amount of water in your toilet bowl in order to improve the flush?

There is only one way to do this and that is to increase the water level in the tank. To explain the flush valve in the tank fills both the tank and refills the bowl at the same time if the valve runs longer to fill the tank it will at the same time put more water into the bowl. Now having said that the bowl will only hold a set amount of water before it starts running out into the drain. If the tank water level is at the line marked in the tank it will most likely not do much good to raise the level beyond that point and if the toilet you have is a 1.6 gallon flush tank I am sorry but learn to live with it.

Not enough water in the bowl

The fill valve probably has a float that surrounds the pole that extends from the bottom of the tank. The float usually has a metal rod that comes down with a clip to adjust the float. Move that clip up so that the float sits higher-this should add more water to the tank.
