I have a 1997 Mercury Tracer; radio and climate cotrols were stolen (ripped out). Got climate switch (Heat and A/C selector), fan switch, and temperature control for the device. there was one plug which connects to the upper portion of climate switch. There are four spade connectors on the bottom of that switch and four like spade connectors on the fan speed switch. Is there supposed to be a cable/connector which goes between these two switches which would allow the fan to work?
If the blower motor has a problem, check voltage and ground circuit. In the diagram, top wire for blower motor is voltage, the bottom wire is ground. If good voltage and ground, then suspect the blower motor has a problem. You can see the fuse and circuit breaker, not only check them, use a test light and voltage on the circuits. Your blower resistor and control assembly are on the ground circuit, you can bypass those to see if problem on ground circuit? I know I didn't answer your question, but, I don't know what testing you have done?

Sounds like the blend door is stuck. Unfortunately the blend door is buried deep within the dash.

To replace the headlight on a 1993 Tracer you must turn the black plastic retainer ring counter clockwise and then pull back gently. The ring and bulb should then slide out toward the engine.
Carefully grab the sides of the plug and pull the bulb out.
When replacing the bulb make sure not to touch the glass part or it will cause the bulb to burn out sooner. Place the black ring back over the bulb with the open end towards the glass part of the bulb. Fit the wiring onto the back of the bulb and insert the bulb back into the reflector. The black plastic ring has notches that fit over protrusions. Turn the black ring clockwise and your done. Test the headlight. Happy Driving

The blower speed controller is located under the hood on the right or passenger side on the heater housing just to the side of the heater hoses near the very back of the right cylinder head.
Yes that would cause the concern you are having.
