Usually, with this problem, it's due to low signal strength. Digital TV needs a good quality DTV antenna. GOOD QUALITY cables and connectors are also a good idea. If you live in a low signal strength area, u may also need an amplified antenna.
Check the connection (signal) strength of your wireless connection in the status area of the task bar in Windows. Also, hovering the mouse over the wireless connection should reveal the connection speed. 54mbps is the highest you can expect on a wireless connection, which is generally OK for streaming video..Any less of a signal strength/connect speed will likely not be adequate for streaming video.
A poor signal strength is usually because of too much distance or too many walls between the router and the computer.
What is locked Sir ?? The network or the Phone. If the Phone is locked then you need to get the phone to a Service Center where they will get the Phone's software upgraded which will get the code to default. They will enter the code and it is unlocked !! If it is a Network lock then you need to contact the service provider, they will get the Network unlocked.

The LG CE110 is a bluetooth device. You can buy a USB/Bluetooth device on ebay or online. Enable bluetooth on the CE110. Link the PC and the CE110 via bluetooth. Send pictures from the phone to the PC. 640X480 jpg files and 14 second mp3s can be uploaded from the PC to the phone via bluetooth for desktop and ring tones.
I assume you have tried to retune the TV & angle the antenna in different positions. Very often, due to the location of your home & the strength of signal in that area, you usually find that , no matter what you try, an indoor antenna is just not strong enough to pick up in a weak reception area. The only alternative is to try & add a signal booster onto it or much better still ( and a lot less future reception problems) is to rig up an outdoor antenna.
When ever the picture freezes intermittendly the problem is usually poor connection on the signal line (antenna or connection on tv) or poor reception. Could be the tuner if the tv has one.To eliminate the tuner possibility try anther tv set if possible.
