Question about Hoover S1361 Bagged Canister Vacuum
The first thing to suspect is that the wall plug on the vacuum cleaner is defective, to confirm this you will need to access the on/off switch on the vacuum, there will be three wires coming to the switch from the cord, either the black or the white should be hot, most always it is the black wire, go from the black wire to the white and the green, u should have 110-115 AV volts reading on the volt meter, you can buy a volt meter from radio shack, a vacuum cleaner shop can repair the cord for very little cost, if u are not familiar with electrical testing then it is best left to a local vacuum repair shop, the can usually fix it while you wait if the cord is the problem which i suspect it is.
