To change the cable box control, you will need to do the following:
Locate the cable box remote: Most cable boxes come with a remote control that allows you to change the channels and adjust the volume.
Change the cable box settings: Use the remote to access the cable box's menu and change the settings as needed. This may include selecting a new channel, adjusting the volume, or changing the aspect ratio.
Pair the remote with the cable box: If you have a universal remote, you may need to pair it with your cable box in order to control it. This typically involves pressing a button on the remote that allows it to search for compatible devices, then selecting your cable box from the list of available devices.
Program the remote to control other devices: If you have a universal remote, you may also be able to program it to control other devices, such as your TV and sound system.
If you're having trouble changing the cable box control, you may need to consult the cable box manual or contact the cable company for further assistance.
You have to set the channel you want as a favorite first and you can do this from the TV. This is why the channels skip as you press up and down. Sometime or another those were someones favorite channels.
Press "MENU" on the TV until "SET UP" appears on the screen.
Now press ^ or v until "FAVORITE CH" appears in purple.
Now press < or > to display the favorite channel FAVORITE CH menu.
You will use < or > to got between "SET and "CLEAR."
So now go to "SET" and press ^ or v until you get to channel 1.
If you want to delete a channel first then select "CLEAR" and then add the channel you wish.
What your doing when you push the channel up and down on the TV buttons is going through the favorite channels. So make one of the favorite channels channel 1 and program your remote.
1. Connect the Linksys router to your computer with a Cat5 cable. To do so, connect the Cat5 cable to the LAN port on the back of the modem. Connect the other end of the cable to the Ethernet port on the computer. This allows you to access the Graphic User Interface (GUI) for the router. 2. Launch an Internet browser and enter "192.168.0.1" (without quotes) into the address field. Press "Enter" on the keyboard to load the GUI. 3. Enter "admin" into the username and leave the password blank. Press "Enter" on the keyboard to load the GUI settings. If you have changed the default username and password, enter this information instead of the default. 4. Access the "Wireless" tab and then select your desired channel in the drop-down box net to " Wireless Channel." 5. Click on "Save Settings" to save the router's updated channel settings.
Use channel 3 or 4 or hook up the RCA jacks. If you use 3 or 4 leave it on that channel and use the cable box to change channel. Use RCA jacks (best) turn the channel on the recorder to line in ether LINE1 or LINE2 with one you plug it up to and leave it on that channel.
Set up your infrared blasters connected from your IR port on the Tivo and by placing the two lead lights in front of your cable box so it (the cable box) can read the signal. Then go to Channel settings accessed through Tivo Central and follow the questions. It will ask you to change channels until the remote is working correctly. This all worked on a different "input" on my Mitsubishi TV (it has multiple inputs. I have the cable input on a different "input" to make it work.
Hope this helps. Call TIVO tech assistance because they are the ones who talked me through this.

Switch on the TV.
Set the channel to normal tuner channel 3 or HD input.
Turn off the cable HD box.
Press the Menu Button on the Cable box or the remote.
You should see a Menu.
Use the cursor keys to navigate
The default setup is also one of the option, Right click on your cursor keys acts like the computer keyboard enter key and applies the change.
The default setup is 16:9, the shacking would happen if you have set the picture type to "PAN SCAN". change it to either 16:9 or 4:3 Letter Box. The shacking should stop.
Hope it helps.
