Resetting the iPod Touch is like reformatting it. This should be done properly by a person that has enough knowledge in doing it and they are the people from the Apple Store.
Restriction pass code cannot be found anywhere. You need to contact the Apple Store and provide them the serial number of your iPod Touch and they might provide you the unique code for your iPod. They know what's best for your device.

If you have restriction passcode, and you do not have the code, then you need to do a forced recovery.
Follow the steps below:
Connect the Ipod data cable to the computer without connecting the iPod.
Turn off completely the iPod touch.
Hold down HOME button and plug in the data cable at the bottom of the Ipod
Keep holding down the home button, after 10 seconds or so, you will see the apple logo turning into a usb cable
icon pointing at the itunes icon.
Release the home
button. iTunes will display the message "iTunes has detected an iPod in
recovery mode..."
Click "restore" in Itunes. All software in Ipod will be deleted and Ipod restored to factory default.

Ipod drivers are enclosed in Itunes.
You can try reinstalling Itunes keeping the Ipod not connected while installing Itunes.
If the Ipod is not recognized, then there may be a system problem. Test the Ipod on a different computer to know if it does depend on the Ipod.
If you are using Windows, and problem started recently, you can also try doing a system restore to a date before the problem started.
On Windows computer it is also good to disconnect power (and remove battery if computer is a laptop) for about two minutes. This will drain power completely, and can get rid of problems related to electrostatic charges that can prevent USB devices from being detected properly.
This problem is often linked to a bad installation of Itunes,
try the following:
download the itunes installer.
Extract it using 7-zip or a similar software.
You will find a AppleMobileDevice.msi or something like that inside the installer file opened with the Zip.
install from Msi file.
reboot

Thanks. Before proceeding with this, I was just on the Apple web site to verify why my I-Pod touch would not connect. I followed the following instruction.
First, the driver must be installed; for iPod touch the driver is USBAAPL.SYS.
On the Start menu, click Run.
In the Open field, type devmgmt.msc and click OK. A list of devices will be displayed.
Scroll down to Universal Serial Bus controllers and click the small plus sign to expand this group. iPod touch will be listed as either Apple iPod touch or Apple Mobile Device depending on the version of the driver installed.
Right-click Apple iPod touch (or Apple Mobile Device) and choose Properties from the shortcut menu.
When the Properties window opens, select the Driver tab.
Click Driver Details to view more information.
When I got the message 'No driver file are required or have been loaded for this device. I have I-Tunes Version 9.0. I do I install the missing driver?
I have reinstalled i-tunes, but it still doesn't work. The driver is still missing. Where can I find Itunes Installer. I have searched on the web without success.
