Sounds like the Xbox is trying to find a piece of data that it need to go further and because of a dirty or scratched disk, it can't find it. If you want to verify whether it's your disk or your Xbox, go to your local game rental store and rent a copy of the same game to see if you have the same problem.

Call of Duty Modern Warfare 2 is only on the XBOX 360, PS3, and PC. It is not available for the first XBOX console.

The disk may be damaged. Try to use a "disk docter" if you know somebody with one. If you dont have try to put a little windex on a soft towel and clean the disk inside to out.
Are other game disk working ok with the 360? If no game or dvd disk are working then the dvd drive has failed and will have to be replaced. If you have any questions give me a comment.

have you tried to play any other games since this started? try another game or dvd movie, if it works fine then your Modern Warfare disc is either damaged or defective, if it not scratched try taking it back to where you got it and asking for a replacement. If no other games or movies work then your xbox 360 disc drive has failed, you will have to contact Microsoft and probably send your xbox in for repair.

Please try to put in an ordinary audio CD track and see if this is detected. If yes the optical is working , if not there is no laser scanning and the possibility of the head being faulty is high.
Now certain cleaner disks are not read and so will not be tracked. hence the rejection but the best is for cleaning manually the laser head eye with a cotton bud very softly and without any pressing of the lens eye.
If there is still no result then watch the CD if it spins or tries to spin. If the head unit moves up or down to focus or in and out of the drive , if so the board seems to work correctly and the possibility of the optical head being the suspected fault is closer.
Finally try to see if the set records on a DVD with a given siganl source. If not the fault is confirmed.
But if any of the above seems otherwise we must recheck with possibilites of the processor board
