Inspect the area inside/under the filter to access the shut-off switch and it's wiring. It may be broken at that point or disconnected. If that is ok, then follow the wire thru the body and check for any breaks in the wire. Remove the recoil assembly, and you will see the wire routed around the flywheel to the coil. The coil will have a ground wire and the wire going to the switch. any of these points can have a wire broken to cause your senerio.
