MS hotmail allows you to flag an email as a probable phishing attack. I think that might be the best you can do.
I am not sure if other mail providers have the same thing but atleast you can let Microsoft know about it.

    Any time you receive a message telling you you have won a contest you did not enter, it is a scam.

    Contact someone regarding requests via e-mail asking to update my account info


    Any emails from Paypal will always use your name to address you and the return email address is always @paypal.com never anything else. Chances are excellent its a phishing email, you should report it to PayPal and forward it to their security department.

    I am assuming you are getting this when you are signed into Gmail.
    I found these help items:Someone changed your password

    I got a bill from iqor recovery service saying i owe paypal £23.02 but i dont have paypal


    It is a phishing mail - ignore it - or you can report it to your email provider by forwarding it to their abuse department...

    if you email is say DDD@hotmail.com send to abuse@hotmail.com

    and that will get through to them....
    But just ignore emails and junk mail like this.

    Ok Sylvia I understand your frustration before I learn how to deal with this I even cry I was getting charge for almos 300.00 for something that I did not even order so this is what you need to do .
    1.- Copie the e-mail and send it to spoof@paypal.com
    You will receive a e-mail notification replying samething like;
