Power supply I have a Matsonic MS8177C Motherboard and at this present moment the power supply is a 350w power supply. Can I substitude the power supply for something higher watts. Please can you reccommend. Than You

If your ATX switch mode power supply is faulty then I suggest you replace it with a new one that is 350 watt or higher wattage.
Fixing faulty ATX power supplies is not a DIY project, there are dangerous voltages in these power supplies and can cause death or serious injuries.

My Matsonic MS8177C will not work with 2 DDR 400 PC3200 1 GB memory. However, it works with one in either slot. It will also work with one 1gb & 1 512. Why will it not work with two 1gb?

Please refer to the motherboard manual to know the memory capacity that can be inserted in your motherboard. If you already know about it and still doesn't solve the problem then follow this steps:

1. Remove all the 1 GB memory and then clean the pins of each by using an eraser of a pencil in your motherboard.
2. Find the motherboard bios jumper settings and reset it and turn it back to normal again.(Please refer to the motherboard on how to do this.)
3. Insert again the two 1 GB memory.
4. Power on the computer.

Take note: Be sure that both 1 GB memory have the same frequencies because some memory will not work if they don't the same speed and frequency.

Yes, you can safely put in equal or higher. Just make sure it is an ATX and that it is P4 compatible. Most new ones all meet to those specs. Higher is actually better. I would go with a 400w or higher.

How about the LC Power LC350M Micro ATX - 380 Watt

or the 

Logisys 350W Micro ATX

They should fit your form factor and output as much as 350W being relatively cheap, but neither gets 18 amps on 12V rail...
I think no power supply of that size has an output like that...think about a cheap but substancial chassis upgrade if you need that power...Have a look at directron for the PSUs.

The above site address is the only one I could come up with nearest your motherboard number copy and paste the first line into address bar go there it lists most of the drivers for motherboard including sound hope this helps
