Question about Asrock P45XE Motherboard
Assuming that the "device" in question is a USB device, you should check that the USB port is not damaged AND free of any dirt or debris. Ditto for the device that will soon occupy the USB port.... Perhaps it is the cable that is the culprit??? More importantly, WHAT device has Windows stopped due to yada yada....??????

known problem, that might be fixed by a cold start. switch off your PC or laptop completely. even pull the power lead from the wall, (in laptop remove power supply and battery once switched off) wait a few minutes and power up and start your machine.
