The monitor was probably fried during the power outage due to a spike just before the power went out. On the power brick check to see if there is an LED light and see if that is lit when its plugged in. If its not lit up then you may want to try a new power brick, if it is lit up then your monitor is a dead.

WinXP. Have two NVS 450 DisplayPort cards. Already have 6 30" Dell
monitors and trying to add two more. When I go from 6 to 7, the extra
monitor does come on but I get small random gray static lines and after
a couple of minutes the monitor will cycle on and off before turning
off. This happens when I try to add either of the two monitors. If
the extra monitor does stay on, one of the pre-existing monitors will
go double vision. Motherboard limitation, power supply??? Could use the
help. I am an experienced video card installer (have 10 computers with
3-10 monitors each).
