First make sure that the drive is installed properly. I would advise you to install it from the manufacturer's site. Let me know if you need the installation files.
Also, it can help if you can let me know if it reads any other discs- like regular discs. Try several different types- burned cd and dvd discs, brand new discs, original discs etc.
If installing it doesn't help and the drive will not read any kinds of discs, you will have to return the laptop to the store where you bought it, or try to return it to the manufacturer, maybe they can replace the drive.
