Code 19 is normally a registry error, but is sometimes associated with a CD or USB. Instead typing a long answer here, I will post some links for you that tells you what it is and how to correct it.

Microsoft Windows uses device drivers to send application requests to the CD or DVD drive; the driver acts as a middle-man, translating communication between the operating system and the component. The operating system enables users to manage drivers on the computer via the Device Manager. If a driver malfunctions, the Device Manager displays an error code. Reinstalling or upgrading the driver can resolve most problems with the optical drive, but error codes 19, 31, 32 and 39 require modification to the Windows Registry to fix.

Click the Windows "Start" button, type "regedit" in the Search field and point to "regedit.exe." Press "Ctrl-Shift-Enter" to launch the Registry Editor with administrative credentials. Code 19 in the Device Manager means a registry error was detected. Try reinstalling your audio drivers first.

Error code 19 - Device MANAGER - USB devices


What OS are you running? XP, Vista, 7, etc? In Control Panel where you see the yellow exclamation mark, right click and select Update Driver. When it asks where to find the driver, tell it to search the internet.
If it does not update, then go to the Samsung website to locate the drivers for your computer and OS.

How to solve the code 19 errors


Error Code 19 means that the registry is corrupted. Try the following fix:
  1. Click Start and then click All Programs.
  2. Click Accessories, and then click Run.
  3. Type regedit, and then click OK. In the navigation pane, locate and then click the following registry subkey: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
  4. In the right pane, click UpperFilters. On the Edit menu, click Delete.
  5. When you are prompted to confirm the deletion, click Yes.
  6. In the right pane, click LowerFilters. On the Edit menu, click Delete.
  7. When you are prompted to confirm the deletion, click Yes.
  8. Exit Registry Editor.
  9. Restart the computer.
If this does not work, try uninstalling and reinstalling the computer by:
  1. Click Start and then click Control Panel.
