Ok it sounds a little like your computer has been infected with a virus. and its not allowing you to acsess certain programs that will threaten its behavior. try going here and let microsoft remove it for free . ( click here )Then if the problem continues back up your files and do a system repair or reformat the system to insure that your not dealing with corruption .
