Reminds me of a joke. How many blondes does it take to change a lightbulb...
anyway, you are kidding, right? Its a lightbulb. Press bulb toward socket. IF you feel a spring tension, turn the bulb counter-clockwise and it will come out. If no spring tension, it could be the "blade" type bulb. these typically just pull straight out.
If these don't work, grab the nearest blonde. I think they are required to take classes on the subject now...

1999 Jeep Grand Cherokee Limited - Break lights will work if the head lights are turned off, but when i turn the lights on the break lights won't work.

If you recently had a brake light bulb changed, you may have one or more brake bulbs installed wrongly on your jeep, shorting out when the lights are turned on.

Hello im having a problem with a 1999 grand jeep cherokee. one of the top back light when one brakes it light offs. i have already tried new bulbs, and new fusus.. when i turn the lights on, both back top...

thats a missing ground on that light socket thats not working properly .. it can also be caused by a defective bulb even if new (not in your case since you have already changed the bulb)

Fog light bulb

in the bottom of the fog light is a cover held on by 2 screws...remove those screws and that should allow access to the bulb. this is per chrysler manual for 2001 cherokee factory installed fog lights
