Two possible solutions remove the top cover (Two screws on top after oepening the cartridge door and two push in black nylon screws in either side). and check the activation lever that activates the cover switch is not riding on top of the switch. Second if this happened your toner cartridge make sure this new cartridge is the correct one for the fax and not a HP modified recycled printer cartridge.

there are a couple of things did you buy genuine or reman cartridges and check if they are seated properly.
some remans dont work properly so you have to be sure and always get a money back guarantee from the seller

There are two "slots" where the lids closes which have switches located beneath them. It is VERY common for these to be displaced, giving a cover open indication. You can remove the lid to reseat the actuators.
