I am installing my new Philps DVD RW Model SPD2413BD/17
But the Ser.# were wrong from the installation Disk and I can't find the Serial number anywhere on the paper sleeve or the case. Therefore, I CAN NOT install my new DVD RW.

Can you see DVD-RW drives indicator busy when you insert that disk for a long time? if so, your drive may not going to read that disk. If it is in case of CD disk, sometimes DVD-RW just can't read it while very old CD-ROM can read! If this happens in case of other CD/DVD witch is readable by other DVD-RW, You may just try to clean the lens of your drive.
Yes it has everything to do with the clean install. What you need to do is load the driver. Find the disk that came with the unit. If no disk came with it: go to the manufacturers website and download the driver for your model - save it - find it and run it or at least put it to where the dvd will find it. The EASY way is to run the program the driver comes in. If the driver is just a driver and nothing else - remove the dvd from your device manager list - then restart the pc and it will automatically reload the dvd and drivers.
the safe disk is just a protection model from the company that produce it to prevent copying and so ..but in rest it is just a normal disk ...if this is a video-movie disk...try to install a program and a codec capable to read it ..and try again ..I suggest the VLC and the FFDshow codec to be able to read dvd format .. http://www.mediafire.com/file/audnymmoylm/vlc-0.9.8a-win32.exe
First thing to do is go to the manufacturers website or dell.com/support if it is an OEM drive download the driver for it. Make sure you save it and not run it now what you want to do is follow these steps in uninstalling the old driver and installing the new one
Go to Start Button Click control panel System and maintenance System then in the left pane you should see an option for device manager go inside there expand the category for cd/dvd/rw drives right-click on the drive and click uninstall then you will want to install the freshly downloaded driver and then reboot

If it is any help i think that is made by Sansung. I couldnt find anything on the number you provided from Philps. But Samsung does make a 700p that got sold to lots of other compaies like Dell,Gateway,Ect.
