It can't be found along with all other GE parts here, but their website gives a phone number you can call (1-877-959-8688) where they offer parts not offered online.

"8. What about parts and accessories not offered or that I cannot find on the web site?

A replacement part or accessory may not be offered on the website because of inventory levels. Also, because some replacement parts require technical qualification for installation, they may not be offered for purchase online. If you cannot find the part/accessory you need, call GE Parts toll free at 1-877-959-8688, and we will be more than happy to assist you in researching & ordering parts for your appliance. Please have your complete model number and serial number ready and give us a call. Our hours are: Monday through Friday, 7:00am - 6:00pm (CST), Saturday 7:30am - 4:00pm (CST), Sunday - closed."

    Did you recently change the type of oil? Other types of oil may not heat up as well. If you purchased this in the past two years you should be able to get it replaced by GE.

GE Wall Oven Temp

Hello Dave;
Are we working on it? Well, honestly, I don't think so. FixYa is a web site where experts from around the world can give advise to individual askers. Most experts log in from time to time and answer a few free questions. Most questions (thousands) go unanswered. Many questions can be answered by searching for similar previously answered questions. Users can use the "ask me" button to request assistance from individual technicians they would like. ie: saw you answered a similar question from someone else, can you help me....... etc. Just about the only way to assure you get a response is to use the pay portion of this web site, as many experts and not quite so experts will jump on any question which might actually earn them a couple dollars. (unfortunately, many of those solutions are poor also, as many of the so called experts who respond are throwing anything out there just to see if they might be lucky enough to pick up a few bucks.)

OK, getting off the soap box now.
The PF (power failure) may be a momentary power interruption. If you are lucky, it could be a loose electrical connection at the household circuit breaker or the wire connections from the household wire to the oven. Loose connection(s) can cause wires to heat up, expand, and cause momentary power interruptions. The PF might also be caused by a similar situation within the electronic range control board, which would require replacement of that part, (WB27K5040) which is unfortunately no longer available.
So,..... in your case, if you don't find any poor electrical connections you will be forced to replace the oven. Sorry.
Please don't bother rating the solution, as anything but a FixYa will lower my score. Carl.
