during rinse cycle, the water comes back up the drainage pipe, emptying onto the floor. machine uses 17 gallons per load according to manual. would replacing current 2 inch pipe with a 3 inch pipe solve the problem?

Dont think so , clear drain @ sink you can use soda crystals drain pipe has debris in it...
