my cell phone got water on it and now the buttons are messing up and while i was trying to fix it it locked itself

Ok sounds like you need to dry the phone out .Leave in a warm room for 3-5 hrs to make sure moisture has evaporated.
But before you do that If you CAN you can generate master code using your IMEI, which can be viewed by pressing *#06# and keying that in the link mentioned below,,
