Poor starting D55154 Compressor

I have the 55154 version. It takes numerous attempts to start, It also doesn't always kick in at the low pressure psi. In addition it starts best with no pressure in the tax. Your thoughts?

you NRV (none return valve) will be stuck open, so when there is no pressure in the tanks it starts up straight away but when the pressure is present it wont start because air pressure will be keeping the valves closed known as 'starting on load' strip it and clean it make sure there is no pressure in tank.failling that the bleed valve pressure switch is blocked
