I am unable to get into the Safe Mode on my Dell Inspiron 530 desktop computer (running vista). I tried F8 during start up but it did not do anything, the only screens I am able to get to is the F12 boot options and F2 BIOS. Neither seemed helpful.

You have noticed what is written, not always what happens.
If you are able too run, through setup, click on help &support.
Search box, type in Safe Mode. Follow instructions.
F8 is the key, when starting up keep clicking the key as the poota wakes up, it should give you a choice menu for you access up/down with arrow keys?
