Its hard to say what exactly the problem is but here are seem things to try.
If you turn the stroller upside down you should see 4 screws (2 on each side) right by the front wheel on the underside of the stroller. Make sure those are in tight because if they are loose they can cause shaking in the stroller. Also make sure that the wheel is screwed in tightly to the wheel base as well.
If these steps dont work then you might need to order a replacement for the front wheel. This can be done by calling customer service of Kolcraft at 800.453.7673 or you can email them at [email protected]. This is their website : http://www.kolcraft.com/customer-service/replacement-parts/

You can try contacting Baby Jogger or BOB. They both have a parts department and you should be able to order one through them. Depending on what you need it for they may be hesitant to sell it to you for a non-stroller related problem but if you give them the model number of one of the strollers they do sell with 12" wheels, tell them its for the stroller, they shouldn't give you too much problem. Baby Jogger has the City series which has a 12' swivel front wheel. The model number is 65053. The number to contact them is 1-800-241-1848.

Dreamer Design used to carry a swivel axis kit that would switch a fixed wheels to two small front swirvels, it may be a unuversal attachment. If you have no luck with InStep, try www.DreamerDesign.net
I have the same problem, the airline broke ours the last time we flew. I just found on Graco's website that you can order replacement parts. Here is the link, http://www.gracobaby.com/store/order/default.asp?N=10418+10413+10421&Ne=11
You'll need the model number and serial number. I found ours on a sticker under the footrest. For our stroller it's $19 plus shipping for the front wheel assembly.
