I dropped my new lg env touch in water (bought it wed) and now the internal screen flickers different colors. (what i would imagine a damaged circuit would look like).. there is a white band on the left side that flickers and changes colors.. although i can still see behind it. the external screen is great! (just a little condensation thats slowly dissipating). Should i take it apart and clean it with isopropyl alcohol? hm...what to do..??

go ahead and take it apart... but be extra careful with the flex part,, dont use aclohol it may corrode some parts, try using lacquer flo, and dry it out with mild heat using hair blower or some sorts
maybe that would fix it, but if the lines you are saying doesnt go off, well you have no choice but to replace the lcd itself
