Whirlpool DU8500XB-0 dishwasher will not...

Whirlpool DU8500XB-0 dishwasher will not fill with water. I poured a gallon of water into the dishwasher, the dishwasher runs and the upper spray arm rotates but the lower spray arm does not rotate. The float does not appear to be blocked. I can spin the lower spray arm.
