You have a standby short on the 5 volt line .
I swap 2 100uf caps next to the ANA /HANA chip
and will normailey get a start up. A shop will charge 80.00
to 90.00 to repair this type of problem.

You mean it melted? Get the power outlet inspected, and replace the burned cable if it is detachable from the adapter. Or if you have knowledge in electricity you can cut up to the melt and put a suitable wire. Be careful about the polarity and ground wire, or you may damage the xbox!
