try quick start straight into air intake or air filter housing while turning over <if it fires up for a few seconds its a fueling problem ,if not more than likely a spark related problem
Carburetor needs cleaned, in fact the whole fuel system; tank, lines, filter, carburetor. The carburetor may even need a rebuild, but you can start with a cleaning and go from there.

Drain the fuel bowl, replace the spark plug. I'll bet you may have a fuel related problem due to the long time this equipment sat, that is why I sugessted draining the fuel bowl. After the engine gets started,replace the engine oil. You may also want to inspect the drive belts.
I might know what the problem is, on those models there should be a ignition switch, or a killswitch under the seat of the mower. When the 2 people sat on it, it might have jarred or broke the switch. You might want to check it to see if thats your problem. I hope this might help.
Does the engine spin by hand freely? you need to see if you can put a pipe wrench or channel lock pliers on the shaft of the motor and see if it will spin over freely.
