Try installing Mozilla firefox at www.mozilla.com. If it is an internet explorer problem issue will go away.
If you really must have internet explorer you can force a reinstall of IE by downloading and running ie6setup.exe (for IE6) or search "ie8 setup download" and follow the prompts.
If it is a windows issue, you may fix it by doing windows update, choose custom and then select all available in the optional software and drivers areas.
