is this a dishwasher?
if so check that the top arm is moving when in operation
holes arm may need a good clean out
if clean then the water level may be low
try adding extra water with a pot to see if this helps
if no go some models have a change over valve in machine that switches over every other minute or so in the wash cycle
if so check that the top arm is moving when in operation
