Which way does a filter go into a filter queen? My friend just
got an old one. I don't know if the paper cone is to go over or
under the plastic one. I think it is to go over it. Am I
right? Is there any other filter besides the paper one? I know
nothing about these machines as I use a broom and it has no plug in on
it. Thank you.

You put the cone filter on the bucket then put the top motor unit on and lock in place. There are filters internally in the top motor section. You would have to disasmble the top unit to replace them.
