That metal rod is probably the motor shaft or pulley. On some of these, the open space between the shaft and top cover is very narrow. You just have to push thru th opening to around the shaft, then put it on the brush roll. Th belt will stretch enough to re-install the brush roll.

If you have fixed the suction at the bottom, a new tight belt is important when vacuuming carpeted floors. Belts lose elasticity from being stretched which is why they need replaced frequently.
Four screws hold the bottom plate in place. Turn the vac upside down and remove the screws that hold the cover(bottom plate) over the brush roll in place. Remove the plate and you are there.
on the bottom you will see 4 screws.take them out and the bottom plate will come off.before you put the new belt on look at the motor shaft.if you see old rubber on it you need to clean it off or your new belt won't last very long
