I found it online. Under the guidelines of the terms and conditions of this site. I'm unsure if i can post the link for the site that has the download. But i can tell you how i found it.
I used Google search for the term "manual for Element 8 photoshop download" the 4th link was "Free Download Links Library" with a date of Oct 28th 2009. It showed an html address to copy and paste into your address bar. The file name was "pselements8manl".
