what is the problem of my HP laptop is going to blink2x his display in screen?

Generic problem for all PC Laptops
Dell inspiron 1300 display
dell inspiron 1300. when powered on, screen is dark at first. About 3 mins later, screen begins to ''paint from the top about every other line of a normal screen'' then repaints over the same area to fill it in. After that the entire screen appears like a new computer would. it stays that way from that point.. Any thoughts Driver, Inverter ???

Hi,
Does this happen regardless of operating system state? (e.g. if you interrupt normal booting to windows)? You could try booting from e.g. linux live cd to see whether the issue is operating system-specific or if it's caused by a hardware problem.
I've seen very similar symptoms on several Thinkpad T41s where ATI graphics chips were failing, I hope it's not the case with your dell.
