tv comes on then shuts off. Well only the light comes on then goes off. ws55313 deflection circuit problem... how do i fix this problem? 2 blinks then 3 blinks?

do you hear the high voltage come up? try to come up? could be high voltage problem or shorted horizontal output transistor
