- The computer turns on but the start up screen wonn't go off. It just tells me its scanning for the problem that my computer may restart if the problem is found as to why the computer won't start up.

When you power up does the Power and hard disk LEDs light up?

usually this fixes most start up problems when the computer is booting up press F8 when all the stuff comes up it should say boot from last good configuration click that and it should fix your start up problems

Can you let me know what exactly is the issue with it?

Do the initial booting screen comes up?
Are you able to log into windows?
or
Are your system does not even boot up.

Does it have power coming in to your CPU? If none try to check the fuse at the back of the cPU on the power supply side.
