Purchased old Hyster QT 20 forklift, when try to start positive cable gets hot, melts if I continue, engine turns slowly and rough, is starter the problem?

You have to check the following 3 areas. If a part is malfunctioning, the part begs replacement. According to Intella Parts, the error code 524260-1 on a Hyster forklift indicates that the 5-volt supply circuit B is out of range. This error code can be caused by a variety of issues, such as a disconnected battery, a faulty key switch, or a malfunctioning brake override circuit
Does it give you an error code when it jumps out of gear?
Do you have the tech code to get into the display?
if so try to recalibrate the transmission valves.
You have the polarity of the battery backward somewhere. Did you replace the starter and hook it up backwards. Difficult but possible. Check your positive and negative on the battery itself.

If you turn key to "RUN" position and your getting power to all accessories such as windows, radio wiper etc. then your most likely looking at a starter motor issue. When turning the key to "START" and you hear a slight click but keep turning it several times and it finally cranks over then the contacts inside the starter are not making good contact so as you continue to turn to the start position, it turns slightly until it gets good contact and finally spins the starter. If your mechanically inclined you could take it apart and clean the contacts on the armature otherwise just cheaper to replace it.
I assume that the slow turning you speak of is a slow starter?
I would try to jump start the mower first and see if using another battery will make a difference. Indicating either a weak battery or bad terminals or cables.
If the motor still turns slowly you can try the direct method with a set of jumper cables. You take a known good battery and connect it to mower chassis ground *(basically any good metal surface on the mower or engine) and then take the positive lead and touch it to the hot lead terminal on the starter. It will spark a bit when making contact. Wear eye and hand protection when doing this just for good measure. If the motor turns faster with a direct connection you have cable, connector and/or solenoid issues. Cables are the most obvious since they corrode quickly. Cables for most mowers are relatively cheap and straight forward to replace and can be done with simple hand tools. You can measure the old ones and buy replacements at most car part or farm and fleet stores.
Starter is weak. replace the starter and see if that fixes your prob. Once the starter gets hot, its not making good connection inside the starter housing, making it turn over slowly
sounds like starter solenoid is staying energized sending continued power to starter. need to make sure you plugged the right wire from the starter button and not another hot wire w/ fulltime hot. also if thats ok need to test for power turning off to solenoid when releasing button. if thats ok try tapping on solenoid. lastly, make sure your positive cable from battery is hooked to starter solenoid, then another hot cable(longer) hooks from solenoid to starter, if you hook long hot cable directly from starter to battery, starter will continueous spin.
