Temperature will not rise after to reach desired

temperature will not rise after to reach desired temperature after having turned on for a long time The device starts off with 67F, I tried to set it some where around 80F (just for testing). However, after waiting for about 15 minutes, it remains at 67F. Kindly tell how to further troubleshoot it.
